Philly Bike Action!

Demand a Safer West Market Street!

Sign the petition for safer infrastructure on West Market Street to prevent more deadly crashes!

On November 20, 2025, Meaza Brown, age 48, was crossing the intersection of Market St. at 33rd St. with three of her co-workers when she was struck, launched several hundred feet, and killed by a speeding driver who remains at large. A week later, on Thanksgiving Day, November 27, 41-year-old Rosa Mar Espinosa Rodas was walking north on 36th St. on her lunch break. As she crossed Market St, a speeding driver hit and killed her before continuing down Market, hitting another vehicle, and fleeing on foot.

Market Street is one of Philly's most dangerous roads.

These tragedies add to the more than 139 documented crashes that have occurred on Market St. between 38th St. and the Schuylkill River between 2020 and 2024. 35% of these documented crashes have involved pedestrians and cyclists, and many have resulted in fatalities or serious injuries. These crashes are preventable by redesigning streets to reduce speeding and remove unnecessary conflict areas between road users.

Sign The Petition!

Join us by signing this petition and demanding that city and state leaders implement the following changes:

Immediately…

  1. Add speed cushions throughout the corridor to reduce the frequent speeding that takes place.
  2. Add leading pedestrian intervals to all intersections in the highlighted corridor to reduce conflicts between cars and crossing pedestrians.
  3. Harden the median where it exists with temporary features such as plastic bollards or blocks to effectively reduce the road width and lower vehicle speeds.
  4. Add Flex-Post Protection to the existing bike lane in the current no-stopping zones to reduce conflict between cyclists and cars.
  5. Reduce the speed limit from 30 mph to 25 mph.

Begin drafting plans for concrete, long-term solutions such as:

  1. Institute a road diet between 38th St. and the Schuylkill River.
  2. Build a concrete median filled with greenery throughout the corridor where applicable.
  3. Construct a two-way, concrete protected cycle-path throughout the corridor to connect to the Market St. bridge rehabilitation project.

Market Street sees 12,000 pedestrians and 2,500 bike trips a day, many are students.

This corridor of Market St. experiences high volumes of pedestrians and cyclists, being a crucial connector between Drexel University, the University of Pennsylvania, CHOP Primary Care Centers, Powel Elementary, SLA Middle School, 30th St. Station, the Market-Frankford Line, 5 trolley lines, and 5 bus routes. On weekdays, the corridor sees over 12,000 pedestrians and 2,500 bike trips per day. Almost all Drexel students also must cross Market Street daily as they come from the residential buildings on the north side to the academic and business buildings on the south side.

Dozens of drivers are going a speed that would kill a pedestrian in 85% of collisions.

Philly Bike Action volunteers visited the corridor between 36th and 34th Streets, a block with major speeding issues, and recorded vehicle speeds. In under one hour of recording on a Sunday afternoon, vehicles were seen travelling at a top speed of 52 miles an hour, with dozens travelling at 40 mph or higher. If a pedestrian is struck by a car at 40 mph, there is a 85% chance it will result in a fatality. The tens of thousands of workers, students, and families that travel this corridor deserve dignity and safety. Decision makers must act now before tragedy strikes again.

"Those involved in city planning and implementation in Philadelphia, I ask that you please take some action to keep our streets safe for Philadelphians. I live a few blocks away from the sites of the fatal collisions. I daily walk these streets with my two daughters, 2yo and 4yo. A great joy we share in this city is our ability to encounter our vibrant community on foot. We are proud to call Philadelphia our home in part because of this joy. Of course, a community like ours cannot be vibrant if its members get killed when routinely walking the neighborhood. Our community cannot be safe for kids like mine to walk to school and play with friends if cars will not slow down for them. Luckily, this isn't a difficult problem to address. We just need some simple structures in place to help cars passing through realize they are guests in a community where people live, work, and commune. Some changes have been put in place, which have brightened our community, made for more pleasant scenery for our car visitors, and also helped them understand they're in living quarters of others. I think of the recent renovations at 36th and Lancaster and 36th and Warren. Keep up the good work! We just need more of this!"

"I completely support this petition as a resident of the 19104 zip code and as a someone who works on this section of Market St. Market west of the Schuykill is out of control in terms of drivers speeding, doing u-turns, not waiting for pedestrians, and being impatient overall. The inadequate bike infrastructure needs to be addressed as is one who has biked along it often."

-Alex Q. 4 hours ago

"I work near 36th & Market and saw the aftermath of the tragic hit and run of Rosa Mar Espinosa Rodas. Ms Rodas did not deserve this. She should have been able to go home to her family for Thanksgiving. Instead she passed away lying in the middle of Market Street. I ask the city to implement changes for safer street for our UCity pedestrians and bicyclists. Value our lives and honor Ms Brown's and Ms Rodas' lives."

"I should be able to walk across my own college campus without fearing for my life. West Market St is part of daily student life, and it’s unacceptable that just crossing the street has become deadly. These deaths were preventable. The city needs to act now to protect students, workers, and families."

"I want market street to be a safe route where I don’t need to fear about getting hit by a car. Getting injured by a car leaves lifelong effects, even if you survive. Make Philly a safe place to commute!"

"A safer West Market St. for cyclists is a safer West Market St. for everyone. I’ve seen numerous bikers hit along this corridor and have experienced unsafe situations solely due to using the unprotected, unseparated bike lane. I have changed my commute to forego West Market St., as it is very unsafe."

-Louis B. 15 hours ago

"Market street is too wide open and unsafe for pedestrians to safely coexist with cars there. People should be physically and psychologically unable to speed there, not just legally disallowed"

-Ethan H. 15 hours ago

"The area around 30th St station is one of the two main transit hubs of the city. University City is both full of students and jobs, making it the most transit-accessible major job center in the area. It is ridiculous to prioritize lanes of car traffic over safety here, where the L and other transit can carry vastly more people at higher speeds. Fix Market St and allow the neighborhood to flourish."

-Aaron A. 16 hours ago

"As a Drexel alum and someone who still frequents this corridor, Market Street is unsafe for pedestrians and cyclists. Crossing distances are long, signal infrastructure is out of date and prioritizes motor vehicles, and the bicycle infrastructure offers no protection. More and more pedestrian and transit oriented development has popped up along this corridor in the last ten years, yet minimal improvements have been made to the ped and bike infrastructure in that time. Safety improvements are long overdue for this corridor."

-James S. 16 hours ago

"Reduce car lanes. Increase public transit funding. Widen sidewalks. Increase concrete or metal bollard protected bike lanes. Increase off street biking and pedestrian lanes. Close some roads to most cars, and open them to pedestrians and cyclists. Use physical metal or concrete bollards to separate cars from people not in cars and to protect them. Stop car violence. Cars ruin cities."

-David G. 17 hours ago

"More people would bike and walk if it wasn’t so dangerous"

"I'm a drexel grad, class of 2019 and 3 quarters. Market street has always been consistently the most dangerous street on campus, the traffic lights at 32nd, 33rd, and 34th are consistently barely enough to cross, and since graduating I bike on market st every now and again. Every time I ride on the market street bike lane there's cars parked in it, and I have to mix with high speed traffic."

"My daughter, along with ever classmates from the local elementary/ middle school cross 36 and market everyday. Im scared for them given the speeding and red light running that occurs. No more people should die on this raceway called Market St."

-Maryte P. 1 day, 10 hours ago

"I live right off 52nd and frequently walk on this corridor and can only imagine how much more vibrant, attractive, and pleasant it would be for residents and visitors alike if it wasn’t beset by aggressive drivers, car pollution, illegally parked cars everywhere and a total disregard for the comfort and safety of pedestrians and cyclists. It’s west Philly’s Main Street and should prioritize safe and vibrant street life over the convenience of drivers. I’ve lived here long enough to have heard of multiple “52nd Street revitalization” efforts— time to try something that has been proven to work, like safe and welcoming infrastructure for all road users, not just speeding drivers."

-Abby K. 1 day, 10 hours ago

"We need safer streets for pedestrians and cyclists now, BEFORE people die not after"

-Jacob U. 1 day, 10 hours ago

"I was horrified to see the pedestrian death on west market, right by the doctors office I've gone to so many time. Cars are way too fast and bad drivers have no checks on driving quickly and carelessly, impatiently and blindly pulling around safe drivers waiting for pedestrians to cross. It was just a matter of time until it became deadly and I hope it doesn't take more deaths for action to be taken."

"Outstanding job of putting this petition together!! Thank you so very much. 10 yrs ago (in Mar) it will be 10 yrs since Jamal Morris was hit riding his bike to work after grad from Drexel’s engineering dept. He was hit & killed by a hit & run driver. The driver has never been identified. His mother Channabel Morris was one of the 3 founders of FFSS Phila. I am happy to volunteer to collect signatures. -Blair G. 1 day, 12 hours ago

"The section of Market Street from 38th to the bridge over the Schuylkill River is extremely dangerous to Cyclists and pedestrians. I know this because I ride my cycle on it on a regular basis and have seen dangerous actions by motorists including one case where I saw a car strike a pedestrian as the pedestrian was crossing the street legally. The current dangerous situation must be changed by modifying the Market Street layout as soon as possible."

"I travel this stretch of Market almost daily on foot and my bike because I work nearby and my son goes to school nearby. It's really dangerous, cars run red lights constantly. Please make it safer!"

-Stefan Z. 1 day, 12 hours ago

"All of people who travel in our city deserve to get where they are going safely, wether by car bike, foot, wheel, or public transit. The measures listed are proven to take roads that encourage speeding and are unsafe for all road users and make them safer."

-Alexander K. 1 day, 12 hours ago

"West Market Street needs safety improvements and to better balance bike, ped, and transit users needs.
